中共中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》(下称《实施纲要》)指出:“在党的领导下,充分发挥新闻媒体的舆论监督作用。”新世纪新阶段,进一步加强和改进舆论监督是加强党风廉政建设、惩治和预防腐败的一个有效途径。我们应当在实践中积极探索舆论监督的实行形式,注重舆论监督的社会效果。
The Outline for the Implementation of Establishing a Sound System of Punishment and Prevention of Corruption, Equal Attention to Education, Institutions and Supervision (hereinafter referred to as the “Implementation Outline”) promulgated by the Central Committee of the Communist Party of China pointed out: “We should give full play to the media supervision role of the media under the leadership of the party.” In the new stage of the new century, further strengthening and improving the supervision of public opinion is an effective way to strengthen the building of a clean government and to punish and prevent corruption. We should actively explore in practice the form of supervision of public opinion and pay attention to the social effects of public opinion supervision.
