1982年国务院批准,将无定河、三川河、皇甫川、永定河上游、柳河上游、葛洲坝库区、江西省兴国县、甘肃省定西县等八片水土流失严重地区列为国家水土流失重点治理区(以下简称八片重点治理区)。为了支持八片重点治理区的治理区工作,从1983年起,中央财政每年安排了3000万元专项补助资金。同时,重点治理区地方各级财政也相应安排了配套资金。这些资金的使用取得了显著的效益。
Approved by the State Council in 1982, eight areas with serious soil erosion, such as Wuding River, Sanchuan River, Huangfuchuan River, upper reaches of Yongding River, upper Liuhe River, Gezhouba Reservoir area, Xingguo County of Jiangxi Province and Dingxi County of Gansu Province, were listed as the key national soil and water loss management District (hereinafter referred to as eight key areas). In order to support the work of the control areas of the eight key areas under management, since 1983, the central government has allocated 30 million yuan of special subsidies each year. In the meantime, the funds at all levels of local governments in key areas under management have also arranged matching funds accordingly. The use of these funds has yielded significant benefits.
