美国政府于1991年7月24日公布“国家空间发射战略(NSLS)”,它是美国今后空间运输系统开发的指南,将明确执行限制发射航天飞机,开发新的发射系统的方针。新系统应具有成本低、能适应各种重量的有效载荷等特点,并充分利用航天飞机和一次性使用火箭的关键技术。它拟于1993年开始研究,1999年首次发射,最终达到代替航天飞机的目的。现据“国家空间发射战略”摘要刊登如下:
The U.S. government released the NSLS on July 24, 1991, which is the guideline for the future development of the space transportation system in the United States. It will explicitly implement the principle of limiting launch spacecraft and developing new launch systems. The new system should have the features of low cost, payloads that can accommodate a wide range of weights, and take full advantage of the key technologies of the space shuttle and the one-time use of rockets. It is planned to begin its studies in 1993 and launch for the first time in 1999, eventually achieving the goal of replacing the space shuttle.
