经济要素自由流动直接影响着统筹城乡和城乡一体化发展进程,我国城乡之间经济要素流动的主要障碍有城市对农村的垄断型超额收益吸引农村基础性经济要素过度流向城市,农村经济的产业低效化、弱质化制约城市现代化产业要素流入农村或农业,歧视性的居民权益制度阻碍了城乡之间经济要素的有序流动等方面。该文以此为基础,提出了相应的政策建议。
