1 实施农电“两改一同价”工作存在的问题 1.1 有些网、省公司对国务院2号和国务院办公厅134、146号文件精神学习不够,理解不深,对趸售县实施由省电力公司代管工作进展缓慢,有些已经代管的工作也不够规范,有的没有签订代管协议,职责不清,达不到要求。 1.2 乡(镇)电管站的管理体制改革相对滞后。由于乡(镇)电管站的改革涉及人员分流和安置,资产的划拨和转移、财务管理和安全责任等比较复杂的问题,全国大部分地区乡(镇)电管站的改革尚未起步,一些已经起步的地方改革也很不规范,虽然宣布将乡(镇)电管站作为县供电公司的派出机构,但管理体制无实质性的变化,人员没有按要求减下来,费用开支没有压下来,阻力较大,同价目标很难实现。

Larger resistance, it is difficult to achieve the same price target.
