在科学技术领域里的任何一次变革,社会各领域都会因此更新,国防和军队建设由于是国家发展的前端,更为如此。信息化技术被广泛应用的今天,为适应世界竞争,维护我国的安全与稳定,加强军队的信息化建设非常必要。作为军队耳眼喉舌的通信工程建设更应该把握时代脉搏。人防信息化建设相对于传统的工作方式方法,更加复杂和艰巨,必须提高工作人员的专业素质,才能在现代战争中更加准确的掌握主动权。因此现代竞争的实质是人才的竞争,加快信息化人才的培养、锻炼是当前我国人防信息化建设的现实需要,早日实现我国人防信息化,达到世界先进水平行列具有重大而深远的意义。
