我国的新能源汽车补贴制度是新兴的创新型战略计划。为了地球的可持续发展,我们必须对我们的生存环境有所行动,新能源汽车补贴制度就是可持续发展战略的一个重要部分。关于制度实施的争议主要在于是补贴研发还是补贴市场。由于个别企业在新能源汽车的研发方面投入成本较大,而居民的整体消费水平不足以负担起高性价比的新能源汽车,接着国家这只上帝之手就进行干预,实行市场和科研补贴。市场和研发到底那个比较重要,存在很大分歧。在国家政策实施方面,制造商和消费者是互相制约牵制的。没有市场就没有研发的必要,所以市场与研发补贴得同时配比补贴,以符合消费与企业。

The controversy over the implementation of the system mainly lies in subsidizing R & D or subsidizing the market. As individual enterprises invest more in R & D of new energy vehicles, and residents’ overall consumption level is not enough to afford cost-effective new-energy vehicles, then the state hands of God only intervene to implement market and scientific research subsidies. Market and R & D in the end that is more important, there is a big difference. In the implementation of national policies, manufacturers and consumers restrict each other. There is no market there is no need for research and development, so the market and R & D subsidies at the same time the proportion of subsidies, in line with consumption and business.
