新《义务教育法》第一次将素质教育写入法律。推进素质教育,从而成为教育行政部门义不容辞的责任。但是,在推进素质教育的过程中,教育行政部门该如何决策、如何推进、如何更新制度、如何寻求“外力”的支持?法律不会规定,教育行政部门必须在探索中创造性地前行。上海市闵行区教育局经过七年的探索,走出了一条区域推进素质教育的道路。本期的三篇文章,均源于闵行区教育局长、校长的亲身实践,希望能引起广大读者的关注。
The new “Compulsory Education Law” for the first time will be quality education into law. Promote quality education, which became the bounden duty of education administration. However, during the process of promoting quality education, how should the educational administration make decisions, how to promote it, how to renew the system, and how to seek the support of “external forces”? The law does not stipulate that education administration departments must creatively go forward in their explorations. After seven years of exploration, Shanghai Minhang Education Bureau stepped out of a region to promote quality education. This issue of the three articles, all originated from Minhang District, director of education, the principal’s personal practice, hoping to arouse the readers attention.
