全国总工会8月14日发出《关于在企业改制重组关闭破产中进一步加强民主管理工作的通知》,再次明确企业改制中要依法依规地落实职工的知情权、参与权、决策权和监督权。重申企业改制方案应提交企业职工代表大会或职工大会审议,职工的裁减和安置方案等涉及职工切身利益的重大问题未经职工代表大会审议的不应实施;既未公开又未经职工代表大会通过的决定视为无效。
