在历史上持续出现的社会运动中,以军事效仿为代表的国家学习行为是人类社会演进的重要动力。国家实行军事效仿战略的原因不仅取决于一国在体系中的外部安全压力,也取决于国内的统治压力。军事效仿的规模、速度和程度与一个国家精英集团和国家制度能力的特性密切相关:一国内部新精英集团的力量越强大,其军事效仿的规模、速度和程度越大;一国内部国家制度能力越强,其军事效仿的规模、速度和程度越大。因此,就理论和现实来说,国家的军事效仿战略必须有卓越的领导人和强大的国家制度来保证,这是实行军事效仿战略的重要条件。
Among the social movements that continue to occur in history, the state learning behavior represented by military imitation is an important driving force for the evolution of human society. The reason why a country implements a strategy of military imitation depends not only on the pressure of external security on the part of a country in the system but also on the pressure of ruling the country. The scale, speed and degree of military imitation are closely related to the characteristics of the elitist clique and the capacity of a state institution: the stronger the strength of a new elite group within a country, the greater the scale, speed and degree of its military imitation.
