杜区卫生服务是社区建设的组成部分。我国《国民经济和社会发展第十个五年计划纲要》指出:“推进社区建设是新时期我国经济和社会发展的重要内容。”要“发展社区卫生”。中央办公厅、国务院办公厅转发民政部《关于在全国推进城市社区建设的意见》中指出:“要把城市卫生工作的重点放到社区,积极发展社区卫生。加强社区卫生服务站点的建设……”1999年7月,国家10部委下发了《关于发展城市社区卫生服务的若干意见》,国家有关部委、卫生部相继下发了一系列关于社区卫生服务机构的功能、设置的原则、标准等政策性文件。各地按照上级有关文件精神,制定了具体的实施意见,把推进社区卫生服务工作提到实践江总书记提出的“三个代表”的高度来认识;把开展社区卫生服务工作作为深入贯彻党的“十五大”和十五届五中全会精神的大事来抓。
