Life expectancy values of men and women in the former Soviet Union Central Asian republics are not different. Men are as young as 13 years old, and most men die from cardiovascular diseases. Although primary health care treats cardiovascular disease to reduce its acute attack and mortality, there are not many male adults who seek help. Try to analyze the application and costs of primary health care in urban and rural areas in Kazakhstan and Uzbekistan. Shows that women of childbearing age and children under the age of 5 are primary users of primary care regardless of the absolute number or the average number per person. From the perspective of its use and cost, women of child-bearing age consume 1.5 times as much as men. Men of the same age are nearly half, and children under 5 years of age are 3 to 5 times of the average person. The government medical management department should work with the supplier, with reference to age and gender, to arrange and control the expenses. Adult males should be encouraged to use it.
