从宏观上来看,各个部应当从全局上慎重考虑是否需要继续保留这么多的部属设计研究院,可以从行业技术发展上来调整兼并、联营,使之优化组合;从设计研究院的微观基础来分析,院内组织也要调整结构和人才分流,特别是精干主体,分离辅助,精兵简政,紧缩编制,做到管理机构精简并提高效能,把体制改革与提高素质统一起来,推进四个“创新”。
From a macro point of view, all ministries should consider carefully whether they need to keep so many subordinate design institutes in a holistic way, and can adjust their mergers and acquisitions from the perspective of technological development in the industry to optimize the combination. From the micro-foundation of the Design and Research Institute The organization in the hospital should also readjust the structure and the diversion of talents. In particular, it should focus on the principle of lean separation, assistance and simplification, and make the management agencies streamline and improve their efficiency. They should unify their institutional reform and quality improvement to promote the four “innovations.”
