圈层结构理论是于19世纪20年代由德国农业经济学家冯· 杜能提出,主张城市是区域经济发展的中心,起着领导作用和示范作用,各种生活方式和发展方式由城市逐步发展到郊外并带动郊外的发展.城市对该区域的带动作用会受到“距离衰减率”法则的制约,在空间上形成以城市为核心向外扩散的圈层状结构.该理论的基本特征是一个区域可以从里到外分为内圈层、 中圈层、 外圈层.内圈层是城市中心区,以第三产业为主;中圈层是城市边缘区,以第二产业为主;外圈层是城市影响区,以第一产业为主.这个结构反映一个区域的社会经济景观由中心向外围呈规律性的向心空间层次分化.圈层结构理论已经广泛运用于城市经济圈、 卫星城镇等各种区域经济合作形式中.圈层结构理论的形成机理与应用研究对于构建“南海经济圈”、 设计三层圈层模型的研究起到参考作用.根据南海地区的地理空间分布状况,结合国家政治权利与经济力量考虑,可将南海经济圈划分为三个圈层:核心圈层,以三亚为核心城市的经济圈中心;紧密圈层,以海南岛与南海周边各国重点城市特别是港口城市组成的合作区,也可称之为次经济圈;外围圈层,属于南海地区但远离前两个圈层的区域,尽管距离南海中心较远,但仍旧受到南海经济圈的影响.
