法学教育作为高等教育的重要组成部分，其培养人才的特殊性，要求全面实施法学素质教育。法学素质教育既是一种培养目标与模式，更是一种教育思想和观念。在新的历史条件下，法学素质教育观念的更新，培养目标与培养模式的确定，有着极其重要的意义。
