根據國家在過渡時期的總任務和第一个五年計劃的基本任務,中等專業教育的任務在於有計劃地培養中等專業幹部,以保證國家經濟發展的需要。自本院一九五二年颁佈了整頓和發展中等技術教育的指示以來,中等專業教育在調整、整頓和改革工作中已取得了相當大的成續:各類中等專業學校(不包括中等師範學校,下同)逐步轉歸有關業務部門领导,開始按照國民經濟各部門的需要及專業化的原則來培養幹部,多數学校設置了專業,並開始按照新的教學計劃及教学大綱進行教學,按照新的方法組織教學工作,從而確立了新的中等專業教育制度的基礎。但目前中等專業教育的狀况与国家建设發展的要求還不相適應,工作中尚存在着很多問題,有些問題且很嚴重。主要表現在:培養幹部工作的計劃性還不够,部分學校的調整尚未完成、学校的專業設置不盡合理、還沒有按教學計劃進行教學,学習蘇聯先進經驗推行教學改革还做得不够,
