在阐述工程施工招投标采用“合理最低价评标法”优点的基础上,对“合理最低价评标法”在招投标中存在的问题予以了归纳。通过分析探讨,提出严格资格预审程序,提高准入门槛;推行工程保证金担保制度等措施进行防范。
On the basis of expatiating on the advantages of “reasonable and lowest bid evaluation method” in construction bidding, the existing problems of “reasonable lowest bidding method” in bidding and tendering are summarized. Through analysis and discussion, put forward strict prequalification procedures to improve the access threshold; the implementation of project security guarantee system and other measures to prevent.
