台湾,主管房地产的部门是“行政院内政部”。台湾的《现代地政》2001年5期,全文刊载了该部“常务次长”林中森的专文,标题为“新世纪振兴不动产市场景气之重要措施及展望”。在这篇专文里,有许多经验和见解对改善大陆房地产管理工作是有益的。比如,关于“火车头产业”具有时间规定性问题,关于人口零增长对住宅发展的影响问题,关于住宅总套数与家庭总户数的关系问题,关于空屋及余屋的区分及其统计方法问题,关于行业景气趋势的调查取证问题,关于住宅补贴从“砖头”向“人头”转换问题,关于信息入库、上网查询的政务透明与方便民众问题等,为此,特将该文转摘于下。其中,为方便阅读,对少量台湾特定用词作了些调整;还删掉了较长一段关于动用政府财力振兴整体经济的政策设计。
