目的构建一套健康单位建设评价指标体系,推动健康单位的建设。方法通过德尔菲法和专题小组讨论,形成指标体系框架;通过两轮专家咨询和层次分析法计算各健康单位评估体系各级指标权重,确定健康单位建设评价指标体系。结果 15名专家参与德尔菲咨询,两轮专家积极系数均为100.00%,专家权威系数为0.825,变异系数均<0.30,专家协调系数的P值均<0.01。经过两轮德尔菲法专家咨询,将原来的12类健康单位删减合并至10类健康单位,使每类健康单位建设评价指标体系具有共同的4个一级指标、8个二级指标和按10类单位设置的个数各不相同的若干三级指标。结论建立了10类健康单位建设评价指标体系,其结构较稳定,专家意见较协调,涵盖了健康单位建设的主要因素,为健康单位的评价提供了基础。
Objective To construct a set of evaluation index system of health units construction and promote the construction of health units. Methods The framework of index system was formed through the Delphi method and the panel discussion. The weights of indexes at all levels of the evaluation system of each health unit were calculated by two rounds of expert consultation and AHP, and the evaluation index system of health unit was established. Results 15 experts participated in the Delphi consultation. The positive coefficients of two rounds of experts were 100.00%, the experts’ coefficient of authority was 0.825, the coefficient of variation was <0.30, and the P value of expert coordination coefficient was <0.01. After two rounds of consultation with Delphi experts, the original 12 types of health units were reduced to 10 types of health units, so that each type of health unit construction evaluation index system has four common first-level indicators, eight second-level indicators and The number of 10 units set a number of different third-level indicators. Conclusion The evaluation index system for the construction of 10 health units has been established. Its structure is stable and the opinions of experts are more harmonious. It covers the main factors for the construction of health units and provides the basis for the evaluation of health units.
