为全面贯彻落实中央和文化部关于加快公共文化服务体系建设的重要精神,丽水市始终坚持以政府为主导、公共财政为支撑、公益性文化单位为骨干、城乡均衡发展为要求和满足人民群众的基本需求为目标的原则,鼓励和引导社会力量积极参与,大力加强公共文化基础设施建设,构建并完善向社会提供公共文化设施、产品和服务的制度体系。根据市政府的“十三五”规划前期重大课题研究安排,紧紧围绕丽水市公共文化服务体系建设实际,同时结合赴各县(市、区)实地考察和调研获取的数据,侧重就丽水市“十二五”期间公共文化服务体系建设体制机制、实现路径、政策举措、绩效评估和社会参与等方面的成功经验及存在问题进行系统总结与深层次探析,在此基础上明确提出一些具体建议,为科学编制和有效实施“十三五”公共文化服务体系建设规划提供有益的参考和借鉴。
