根据组织变革模式理论,一个较为重大的社会变革涉及到任务、技术手段、人员和组织等多方面的变革。今天在人们普遍认同学习型社会的时期,特别需要提出学习型社会中的制度变革问题。发展成人教育、继续教育,如果没有制度变革作为前提,解决专业机构、人员、经费、校舍等实质性的投入问题难免要落空。本文提出,适应学习型社会制度变革分三个阶段:第一阶段,建立专业的成人教育、继续教育机构;第二阶段,对整个社会的情报、科研机构、学校、图书馆、大众传媒进行教育资源整合;第三阶段,对整个社会的工作与学习制度进行彻底的改革,把劳动生活、学习生活和社会生活有机地结合在一起。
According to the organizational change model theory, a major social change involves various changes in tasks, technical means, personnel and organization. Today, as people generally agree with a learning society, it is especially necessary to raise the issue of institutional changes in a learning society. To develop adult education and continue education, if there is no institutional change as a prerequisite, the issue of substantive investment in solving professional bodies, personnel, funds, and school buildings will inevitably fail. This article proposes that the change of the learning-oriented social system should be divided into three stages: the first stage, the establishment of specialized adult education and continuing education institutions; the second stage of education for the intelligence, scientific research institutions, schools, libraries and the mass media in society as a whole In the third stage, we thoroughly reform the work and study system of the entire society and organically combine working life, studying life and social life.
