近年来,随着我国经济体制改革的不断深化和对外开放的进一步扩大,以建立现代企业制度为目标的国有企业改革取得了重大进展。如何根据企业组织结构、生产经营方式和外部环境发生的深刻变化,研究提出新形势下加强和改进国有企业党建工作的思路和对策,是当前党的建设中亟待研究解决的重要问题。2002年4月,中组部下达了《国有企业党建工作新情况新问题研究》重点课题调研任务,由组织局牵头,组织辽宁、重庆、中国石油天然气集团公司等11个单位进行专题调研。在调研过程中,各单位共召开座谈会371个,2751人参加座谈,个别访谈282人,发放回收调查问卷17800份。 In recent years, with the continuous deepening of China’s economic reform and its further opening to the outside world, significant progress has been made in the reform of state-owned enterprises with the goal of establishing a modern enterprise system. How to study and propose the ideas and countermeasures for strengthening and improving the party construction in state-owned enterprises under the new situation is an important issue to be urgently studied and solved in the party building at present, according to the profound changes that have taken place in the organizational structure, production and operation of enterprises and the external environment. In April 2002, the Central Organization Department issued the task of investigating key issues of “Research on New Issues in Party Building in State-owned Enterprises.” Organized by the Organization Bureau, 11 units, including Liaoning, Chongqing and China National Petroleum Corporation, conducted special investigations and studies. During the survey, all the units held 371 symposiums and 2751 persons participated in the symposium and conducted 282 individual interviews and distributed 17,800 questionnaires.
