农业类高职院校生源大多来自经济相对落后的地区,家庭经济困难学生占比较高。但是,由于利益的驱使,部分非家庭经济困难学生摒弃诚信,也申请国家资助,影响了资助公平。国家资助政策能否落实到家庭经济困难学生的身上,关键在于能否有效地开展认定工作。当前,家庭经济困难学生的认定工作存在着认定依据不科学、量化体系缺失、认定程序不完善、认定后监督工作缺乏等实践难题,亟需构建一套科学合理、过程健全、可操作性强的认定量化体系。
