随着社会经济的发展和“非典”袭击后,国家对公共卫生事业日趋重视,近年来中央、地方财政投入大量资金兴建、装备疾控机构,重塑疾病预防控制体系。各级卫生防疫站先后转型为疾病预防控制中心,转型后的基层疾控机构仍然存在工程建设布局和结构不合理、事业经费严重不足、技术装备不到位、技术人员素质不高、疾控机构定性不准及偏移等突出问题,仍是制约公共卫生事业发展的障碍。建议各级政府转变观念,建立财政保障体系,完善配套制度改革,不断提升公共卫生应急处理能力和水平。
