1978年以来,我国的对外开放工作取得了举世瞩目的成就,然而,必须清醒地认识到:国门的开放,不仅带来了宝贵的资金、技术,紧缺的原材料,先进的机器设备,同时,“洋炸弹”——国外有害废物也在寻机向我国转移。严格控制以至完全禁止有害废物越境转移,以保证对外开放的健康发展,保护我国的环境与生态,使经济发展与环境保护有机结合起来,从而促进国民经济的持续、稳定、协调发展,已经成为对外开放中必须正视和重视的问题。 一、有害废物国际大转移 有害废物的越境转移始于70年代初,近年来有愈演愈烈之势,国际上触目惊心的有害废物越境转移事件时有揭露,已成为国际上最突出的环境问题之一。 绿色和平组织的一份长达400页的调查报告指出,发达国家正以每年5000万吨的规模,向发展中国家运送有害废物,1986年至1992年1月,发达国家已有1.63亿吨的有害废物运抵第三世界和东欧国家。
