近年来,地方政府融资负债行为所面临的债务问题受到中央的关注。自2010年以来,中央出台多项措施进行调控,但地方债务的迅速增长还是给经济的平稳运行带来巨大隐患。2014年,中央大力发展PPP模式(即公私合作模式),希望其成为化解地方债务迅速增长的一把利器。本文梳理了PPP模式的概念及特征,结合当前的地方政府融资负债模式以及安徽省出台的PPP模式实施方案,总结出PPP模式的优势。尽管当前PPP模式进展迅猛,但它并不是万灵药,地方政府在使用过程中仍需注意一些问题,否则很可能会加重其财政负担。
In recent years, the debt problems faced by local governments in financing indebtedness have drawn the attention of the central government. Since 2010, the central government has introduced a number of measures to regulate the economy. However, the rapid growth of local debt has brought huge risks to the steady operation of the economy. In 2014, the Central Government made great efforts to develop the PPP model (public-private partnership model) in the hope that it would become a weapon for resolving the rapid growth of local debt. This paper reviews the concept and characteristics of the PPP model. Combining with the current local government financing liability model and the implementation plan of PPP mode promulgated by Anhui Province, this paper summarizes the advantages of the PPP model. Although the current PPP mode is making rapid progress, it is not a panacea. Local governments still need to pay attention to some problems during their use or they will likely increase their financial burden.
