建设部办公厅近日对山西省建设厅《关于对劳教场所规划、设计及招标等有关问题的请示》做出批复。批复指出: 一、劳教场所的规划建设必须遵守国家有关城乡规划管理法律、法规。在城市规划区内的劳教场所的建设,必须到城市规划管理部门依法办理有关批准手续。承担劳教场所内部规划编制任务的单位必须取得城市规划编制资质。
The General Office of the Ministry of Construction recently approved the “Request for Instructions on the Planning, Design and Bidding of Forced Labor Camps in Shanxi Province” from the Construction Department of Shanxi Province. In reply, it is pointed out: First, the planning and construction of reformatory establishments must abide by the state laws and regulations concerning urban and rural planning and administration. The construction of re-education through labor in the urban planning area must go through the approval procedures with the urban planning administration according to law. Units undertaking internal planning of labor camps must obtain urban planning qualification.
