在对2008-2014年中国30个省域经济、能源和环境(3E)系统协调水平测算的基础上,本文采用空间经济学计量工具分析了中国3E系统协调水平的地理空间分布与差异,并采用核密度函数模型对协调水平的动态演进进行了估计,结果显示:(1)3E系统协调度在观测期内呈提高-下降-再提高的变动趋势,总体协调水平波动中向好;(2)3E系统协调水平分布在空间上相关性较弱,空间分布缺少明显的空间正向集聚效应,集聚区保持着较高的流动性;(3)3E系统协调水平相对高值和相对低值区呈较为一致的演进趋势,3E系统协调水平相对低值和相对高值区域内部的低值区与高值区系统协调水平差距逐步缩小,低值区改善速度显著提高,高值区改善速度则在下降。根据各地区经济、能源和环境系统特征的异质性,中国应构建差异性的3E政策保障体系应对3E系统失调,同时促进要素的跨地区流动以及土地开发指标的跨地区交易,推动空间集聚效应的同时,缓解由集聚引发的失衡。
Based on the measurement of coordination level of economy, energy and environment (3E) system in 30 provinces of China from 2008 to 2014, this paper analyzes the geospatial distribution and the difference of coordination level of 3E system in China using spatial econometrics tools and adopts The results show that: (1) the coordination degree of 3E systems is increased-decreased-increased again during the observation period, and the overall coordination is better; (2) (3) The coordination level of 3E system is relatively weak in spatial distribution, and there is no obvious positive spatial agglomeration effect in spatial distribution, and the agglomeration area maintains high liquidity. (3) In the relatively consistent evolutionary trend, the difference in coordination level between low-value areas and high-value areas in 3E system with relatively low and relatively high coordination areas gradually narrowed, the improvement rate in low-value areas significantly increased, while that in high-value areas decreased . According to the heterogeneity of the regional economic, energy and environmental system characteristics, China should establish a differentiated 3E policy support system to deal with the 3E system imbalance, promote cross-regional mobility of elements and cross-regional trade in land development indicators, and promote spatial agglomeration effects At the same time, to ease the imbalance caused by agglomeration.
