经济增长是由要素来支持的,要素的优化组合和合理配置决定了经济增长的速度和质量。从总体上看,西部经济增长的要素构成要弱于东南沿海发达地区;但就西部自身来看,经济增长的要素构成又有相对优势和相对劣势的方面。经济增长有六大要素:资源、土地、资金、技术、环境、人才。从资源方面来看,中西部资源能源富集、发展潜力很大。水能资源可开发量占全国总量的72.3％,45种主要矿产资源的储量占全国
Economic growth is supported by factors. The optimal combination and rational allocation of factors determine the speed and quality of economic growth. Generally speaking, the elements of the economic growth in the western region are weaker than those in the developed regions along the southeast coast. However, as far as the western region itself is concerned, the elements of economic growth constitute another aspect that has relative advantages and relative disadvantages. There are six major elements of economic growth: resources, land, capital, technology, environment and talent. From a resource perspective, central and western resources are rich in energy and have great potential for development. Water resources can be developed to account for 72.3% of the national total, 45 kinds of major mineral resources reserves of the country
