1991年5月19日至22日,邵循怡同志和我代表中国贸促会出席了国务院法制局在北京西郊召开的“海商法（草案）专家论证会”。 建国初期,我国政府就着手推动有关部门起草海商法。1952年至1963年,海商法草案九次易稿。此后,由于“文化大革命”的干扰,起草工作一度中断,1982年才由交通部牵头,由各有关部门参加,恢复起草工作。1985年1月《海商法（草案）》上报国务院审核。
From 19 to 22 May 1991, Comrade Shao Xunyi and I, on behalf of China Council for the Promotion of International Trade, attended the “Maritime Law (Argumentative) Expert Demonstration Meeting” held by the Legislative Affairs Bureau of the State Council in the western suburbs of Beijing. In the early days of the founding of New China, our government started to promote the drafting of maritime law by relevant departments. From 1952 to 1963, nine drafts of the draft maritime law were easy to edit. Since then, due to the interference of the “Cultural Revolution”, the drafting was suspended. Only by the Ministry of Communications in 1982 led by the relevant departments to resume the drafting. January 1985 “Maritime Law (Draft)” submitted to the State Council for review.
