建设节水型社会是我国加快全社会用水方式转变、提高用水效率和效益、促进水资源可持续利用的一项重要举措。党的十八大报告在“大力推进生态文明建设”中突出加强水源地保护和用水总量管理,推进水循环利用,建设节水型社会,进一步强调建设节水型社会的重要战略地位,对“十二五”及未来一段时期节水型社会建设的任务目标和工作重点提出了新的要求。
