统计参与决策喊了多年,为何动作不大,我认为有多方面的原因,而主要的是思想上的障碍,下面举几个病例并诊断之: 一、盘子里长豆芽论。持这种观点的人主要思想是瞧不起统计人员,认为统计人员是盘子里长豆芽——根底清楚,参与决策是癞蛤蟆想吃天鹅肉——忘想。这种人的思想观点之所以不对——是用老眼光看待新问题,不知道统计工作由封闭式向开放式转变,统计人员的素质也随着提高;二是不懂得统计参与决策不是靠一个、两个统计人员单枪匹马奋斗,而是发挥统计整体功能作用。
