According to the agreement between the official exchange education delegation of China and the United States and the decision of the Ministry of Education, the special education delegation of China conducted a 15-day visit to the United States in October 2002. The delegation visited 22 special education institutions and educational administrations in four cities and areas of Boston, Washington, Minnesota and San Francisco. The survey was more comprehensive.
