第一章 总则第 1条 为了增强船员遵章守法的意识,减少人为因素对水上交通安全的影响,根据有关法律和法规的规定,制定本办法。第 2条 本办法适用于在中、外籍船舶上服务的持中华人民共和国海船船员适任证书、内河船员职务适任证书的中国籍船员和持有中华人民共和国引航员证书
Chapter I General Provisions Article 1 In order to enhance the crew’s awareness of compliance with laws and regulations and reduce the impact of human factors on maritime traffic safety, these Measures are formulated in accordance with the provisions of relevant laws and regulations. Article 2 This set of measures shall apply to Chinese crew members holding certificates of competency of seafarers of the People’s Republic of China and competency certificates of inland seafarers who serve on both Chinese and foreign vessels and pilots holding the pilot certificate of the People’s Republic of China
