碳交易是为促进全球温室气体减排,减少全球二氧化碳排放所采用的市场机制。本文通过简析碳交易对提升东北老工业基地产业机构的重要性,以及面临的制约低碳经济发展的因素,从而提出碳交易与提升东北老工业区基地产业结构的对策及建议。
Carbon trading is a market mechanism used to promote global greenhouse gas reductions and reduce global carbon dioxide emissions. By analyzing the importance of carbon trading in promoting the industrial structure of the northeast old industrial base and the factors that restrict the development of the low carbon economy, this paper puts forward the countermeasures and suggestions on the carbon trading and upgrading the industrial structure in the northeast old industrial base.
