黄河立法是对我国水法规体系的补充和完善，是我国流域工法的具体实践。简要论述了黄河水环境系统存在的主要问题，从几个方面阐述了黄河立法的必要性和重要性，并提出了黄河立法应坚持的原则及立法目标。
The legislation of the Yellow River complements and perfects the system of water laws and regulations in our country and is the concrete practice of the law of watercourses in our country. This paper briefly discusses the main problems existing in the Yellow River water environment system, elaborates the necessity and importance of the Yellow River legislation in several aspects, and puts forward the principle that the Yellow River legislation should adhere to and the legislative goal.
