党的十六届五中全会提出继续鼓励东部地区率先发展、支持海峡西岸经济发展,为福建经济社会发展提供了重大的历史机遇和更大的发展空间。抓住和用好机遇,加快海峡西岸经济区建设是现阶段全省工作的大局。宣传思想工作必须紧紧围绕这个大局,主动融人、主动服务,提供支撑、提供保证,积极营造有利于推进海峡西岸经济区建设的良好环境。在实践中要突出三个方面:
