2011年11月16日,习近平同志在中央党校秋季学期第二批入学学员开学典礼上的讲话,提出领导干部搞调研,要避免出现“被调研”现象。习近平同志所批评的“被调研”现象,指的是有的领导干部下基层调研,走过场,只看“盆景式”典型,满足于听听、转转、看看,蜻蜓点水、浅尝辄止。有的基层也曲意迎合,“有的干部善于察言观色,准备了几个口袋,揣摩上面或领导的意图来提供材料”。
