水利基础设施是国家基础设施的重要组成部分,近几年国家积极推动着水利基础设施的建设事业,并不断丰富和完善水利财务管理工作,这就需要提高相应的财务管理业务水平。为了能够更好的使水利财务管理机制作用最大化发挥,推动水利项目建设,完善对水利财务工作的监督管理工作成为了当务之急。鉴于目前我国水利财务管理体制和监督机制的不合理,并且已经一定程度影响了水利建设工作的正常进行。本文主要分析完善水利财务管理体制和监督机制的几点必要性,进而整理出我国水利财务管理体制和监督机制出现的问题,并提出了相应的完善措施。
Water conservancy infrastructure is an important part of the national infrastructure. In recent years, the state has actively promoted the construction of water conservancy infrastructure and continuously enriched and improved its water conservancy financial management. This requires that the corresponding financial management business be improved. In order to be able to make the role of water conservancy financial management mechanism to the fullest extent, it is imperative to promote the construction of water conservancy projects and improve the supervision and management of water conservancy financial work. In view of the irrationality of China’s water conservancy financial management system and supervision mechanism, and to a certain extent, it has affected the normal progress of water conservancy construction work. This paper mainly analyzes and consummates the necessity of water conservancy financial management system and supervision mechanism, and then sorts out the problems of water conservancy financial management system and supervision mechanism in our country, and puts forward the corresponding perfecting measures.
