党的十一届三中全会以来,全国城乡人民收入增加,消费水平随之提高。反映在对卷烟的需求上,则出现了高档卷烟供不应求,低等卷烟积压滞销的现象。同时,由于烟叶生产经济收入大,税利高,国内外都在竞相发展。因此,提高烟叶内在质量,增加上中等烟叶比例已成为烟叶生产的当务之急。我县植烟历史悠久,“里川烟”曾以色香味俱佳闻名中外。但由于近几年来生产管理粗放,烟叶质量逐年下降。为把烟叶质量抓上去, Since the Third Plenary Session of the Eleventh Central Committee of the Party, the incomes of urban and rural people in the country have increased, and the level of consumption has subsequently risen. My county has a long history of tobacco planting, “Lichuan Chuan smoke” has been famous both at home and abroad. However, due to the extensive management of production in recent years, the quality of tobacco leaves declines year by year. To pick up the quality of tobacco,
