针对目前期刊稿件投审稿系统中存在的资源浪费和自主性需求问题,设计了一个以协议为基础的新型集约型开放式智能稿件管理平台——“智约网”。该平台以协议为基础,实行会员制和资格准入制,充分考虑了系统中作者、审稿专家和期刊工作者的自主性要求和利益,以协议的方式共享平台上所有的资源,具有开放的评价系统和安全可靠的支付系统,能最大限度地利用和节约资源,调动作者、审稿专家和期刊工作者的积极性,提高工作效率。
Aiming at the problem of resource waste and autonomy in the current periodical review and approval system, a new type of intensive and open intelligent manuscript management platform based on protocol is designed. Based on the agreement, this platform implements the membership system and qualification system, fully considers the autonomy requirements and interests of authors, reviewers and periodicals in the system, and shares all the resources on the platform by way of agreement. Evaluation system and secure payment system to maximize the use and conservation of resources, arouse the enthusiasm of authors, reviewers and periodicals workers and improve work efficiency.
