建立现代企业制度、健全国有企业的公司治理结构与机制是国有企业改革和发展的核心,公司治理的不完善必然影响国有企业的发展。但从国有企业公司治理上看改革建制尚未到位,原有体制的许多矛盾和问题在新的机制形式下依旧存在,尚未建立规范的国家、企业、经营者等利益相关者之间的制衡机制,因此只有通过建立规范的制衡机制才能解决企业改制过程中出现的问题,促使国有企业获得更大的发展。
Establishing a modern enterprise system and perfecting the corporate governance structure and mechanism of state-owned enterprises are the core of the reform and development of state-owned enterprises. The imperfection of corporate governance will inevitably affect the development of state-owned enterprises. However, reform of state-owned enterprises has not yet been put in place in terms of corporate governance. Many of the contradictions and problems of the existing system still exist under the new mechanism, and no standardized mechanism of checks and balances among the state, enterprises and operators has been established. Therefore, only through the establishment of a standardized system of checks and balances can we solve the problems that arise in the restructuring of enterprises and promote the greater development of state-owned enterprises.
