全国水利水电施工技术信息网成立25周年、《水利水电施工》也创刊20周年了。在这四分之一个世纪里,网与刊走过了它光荣的历程,不遗余力地团结全国水利水电工作者,在宣传我国水利水电建设成就和经验,介绍国内外先进的水工施工技术作出了积极的贡献。在此网与刊“两庆”之际,我以一个普通水电工作者的身份,表示衷心祝贺,并祝全国水利水电施工技术交流会及《水利水电工程施工手册》(部分卷)首发式旗开得胜,圆满成功!1977年,全国水利水电施工技术信息网诞生于坝高165m 的乌江渡水电站工地。她一开始就以推进我国水利水电施工技术和施工水平为唯一宗旨。曾先后在葛洲坝、湖南镇、大化、白山、潘家口、沙溪口、龙羊峡、广蓄、二滩、天生桥、三峡等水电站工地召开全网性的大会或施工技术经验交流会,大力推广岩基开挖控制爆破新技术、高边坡开挖、地下工程大断面开挖、隧洞快速施工、针梁模板、滑模技术、水工模板、大吨位锚索、岩壁吊车梁、“双掺”技术,水泥裹砂喷护、土工膜防渗、塑性砼防渗墙、化学灌浆、钢筋气压焊
