建立社会主义市场经济体制,是一场深刻的社会大变革,必然对农村基层组织建设产生重大影响,并提出新的更高的要求。认真研究并解决这些问题,对于贯彻落实十四届四全会精神,切实加强农村基层组织建设至关重要。基层组织建设遇到的突出矛盾1、新的经济体制与旧的管理模式的矛盾。农村实行家庭联产承包责任制后,改变了以人民公社为代表的政社合一的旧体制,经营方式也由“大一统”变成了千家万户的自主经营,开始由计划经济逐步向市场经济过渡。由于计划经济和市场经济是两种截然不同的经济形式,管理的模式也自然不同,问题是现在仍有不少农村基层组织还不能随着经济体制的变化而改变管理方式,仍习惯于于以往的计划经济管理模式,结果出现了管不了、管不好的问题,使新的经济体制与旧的管理模式形成了突出的矛盾。
