在女界,公认的理论是:提高妇女的社会地位,必须促进妇女参政,因为政治参与是经济参与的有效保障。当我们看到高决策层里寥若晨星的女性时,有可能惊诧于来源的匮乏。只是这么多年来,女界理论的目光很少关注于这来源的起点,很少关注她们——中国政府最基层的女官员——乡镇党政女性“一把手”。乡镇党委书记或乡镇长,是中国政府基层的执行官,是中国妇女最基层而最有力的参政力量。前不久,湖南省妇联对全省223名女乡镇党委书记或乡镇长进行了一次问卷调查,潇湘热土上的乡镇党政女性“一把手”们让我们收获了欣喜,也收获了焦虑,但更多的是希冀与信心。
