清乾隆年间,江苏泗阳县洋河镇出了一个姓罗的御史,很受乾隆的宠信。乾隆南巡之前,曾对罗说要从洋河经过,并要到罗家看看。罗受宠若惊,急忙从宁波请来工匠,盖了蝴蝶厅,建起大花园。当时正值农历八月中旬,正是吃月饼的时间,向乾隆献一盘月饼自然可以。但如果献一盘类似月饼的其它食品,乾隆定会高兴。于是罗御史请当地一名厨娘,仿照月饼做出一种形、色、味俱佳而又有祝福意义的食品。该食品形似车轮,又因乾隆南巡,靠的是车、船,故称车轮饼。
