根据我国医疗保障制度改革的目标和基本原则,我们认为应从以下几个方面来评价职工医疗保障制度改革的成效。 1.医疗服务筹资与保障的公平性。职工医疗保障制度的保障对象是广大劳动者,因此应不断扩大医疗保障的覆盖面,不仅覆盖国有企业和城镇职工,还应广泛覆盖合资、私营以及农村地区企事业劳动者,使广大职工公平享有医疗保障。在资金筹集和费用分担方面的公平性体现在对低收入人群和高需求人群应给予适当补贴,例如对离退休职工及相对贫困职工
