On 10 October 1980, at the United Nations Conference on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which Have Been Considered To Be Excessively Injurious or to Have Indiscriminate Effects, held in Geneva, the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons (hereinafter referred to as Conventional Weapons Convention or inhumane weapons Convention). Last year, the United Nations again held a meeting in Vienna, Austria, to review this international convention. As a result, the meeting was stalled in further limiting the proliferation of land-mines, but unexpectedly adopted a protocol banning the development and use of blinding laser weapons.
