二十二集电视连续剧《扫黄先锋》为香港电视广播(国际)有限公司作国际发行的电视节目,该香港公司对此电视节目拥有版权,并声明保留未经其许可将此节目翻录作任何用途将依法追究的权利。 1999年1月北京瑞得大众文化有限公司(以下简称瑞得公司)与香港电视广播(国际)有限公司签订合同,取得了除香港特别行政区、澳门及台湾地区以外的中华人民共和国领土范围的无线电视独家播映权,授权期限为两年。此后瑞得公司进行了一系列发行工作,并于1999年9月与北京海天视点文化交流有限公司(以下简称海天公司)就转让该节目在山东省的发行权事宜签订了合同(瑞得公司承认其已在此份合同上签字盖章后交海天公司,但海天公司一直没有拿回来;海天公司称本公司在此份合同上签字盖章后已交回瑞得公司)。
