自《中共中央、国务院关于深化国有企业改革的指导意见》颁布后,国企绩效考核制度已初步建立并在实践中不断完善。国企绩效考核的实证调查结果说明,由于思想观念上和管理体制上的原因,当前的绩效考核工作仍然存在着一系列问题。其中最为突出的问题是缺乏专门的绩效考核机构、考核指标体系设计不合理以及考核方式不合理。解决这三个问题的措施分别是:设立绩效考核机构;完善绩效考核指标体系;淡化年终考核,重视平时考核。
Since the promulgation of the Guiding Opinions of the CPC Central Committee and the State Council on Deepening the Reform of State-owned Enterprises, the performance appraisal system for state-owned enterprises has been initially established and continuously improved in practice. The result of empirical investigation of the performance evaluation of state-owned enterprises shows that due to the ideological and management reasons, there are still a series of problems in the current performance appraisal. One of the most prominent problems is the lack of specialized performance appraisal institutions, the design of evaluation index system is not reasonable and the assessment method is not reasonable. Measures to solve these three problems are: the establishment of performance appraisal institutions; improve the performance appraisal indicator system; dilute the year-end assessment, emphasis on the usual assessment.
